Is a volunteer waiver signed online enforceable?

The signature is valid under ESIGN and UETA, captured with IP, timestamp, consent, and a frozen copy of the waiver text. Whether the release's terms hold depends on your wording and state law, the same as a paper waiver, but the electronic record of who signed what is stronger.

How do we handle volunteers under 18?

Add a guardian name field and have the parent or legal guardian complete and sign the form on the minor's behalf, with the relationship stated. Minors generally can't waive liability for themselves, so the guardian signature is the one that matters.
