Yes. Offer acceptance is squarely covered by the ESIGN Act and UETA, and the signed record carries the candidate's IP, a timestamp, explicit consent, and a frozen copy of the exact terms they accepted, which is stronger evidence than a scanned signature on an emailed PDF.

Can the hiring manager sign before the candidate sees it?

Yes, with sequential signing on the Business plan: route the letter to the manager first and the candidate's link activates only after the internal sign-off. The completed letter carries both signatures with one audit trail.
